For those dental surgeries that requires fast action, the concentration used can be up to 38%.
An expert’s report said :

It also stated about insufficient study available regarding the long term use of mouth rinses or toothpaste that contain hydrogen peroxide. But a serious death incident happened to a boy that had ingested a 3% hydrogen peroxide solution.
The EU scientific committee for cosmetics spokesman said :
We have followed the findings of our scientific committee, to protect users of such products from harm.
Member states must ensure that dentists respect this directive
UK dentists responded to the move insisting that their treatments are safe. They disagree with the directive and claimed they need to do what is needed to be done.
The first local authorities to enforce this new rules & directives with regards to teeth whitening is Wigan in Greater Manchester. Warning had been issued by the trading standard officers in order for dentist to adhere to the regulations or face investigation and possible charges.
